Annual Meeting is set for October 27; Maintenance Fees to Increase to $575
The annual meeting of the
Westador Civic Association, Inc. (WCA) will be held at 7:30 PM at the Cali
clubhouse on Thursday October 27. Five
candidates (three incumbents and two new candidates) are running for positions
on the board. The budget for 2005 is to
be presented.
There are five candidates
for the available board positions. Incumbents (Jean
Landwermeyer, Don Markus, and Sue Strawbridge) and new candidates (Doug Barnes
and Carl Mayes) are on the ballot to be elected to the board. Their biographies are included on the proxy
distributed with this issue of the Westwind as a flyer.
Financial results for the
nine months ended September 30, 2005 show the WCA’s financial position to be on
target with budget

The budget for 2005 shows an increase in maintenance fees of $40. The board of directors has approved the budget for the year ending December 2006 with an increase in maintenance fees. The maintenance fee will be $575, with a $20 discount if payment is made by December 31. The increase results from increasing costs in almost all areas of spending resulting from increased fuel costs being passed on the consumers, especially in costs of trash service and security patrols.
There was no increase in the year ending December 31, 2005 over 2004.

An Election is Set for November 8 by Casey Westell
An election to vote on proposed Texas Constitutional amendments submitted by the 79th legislature is scheduled for Tuesday November 8, 2005 from 7 AM to 7 PM.
Precinct 111 will vote at the Abiding Word Lutheran Church and School at 17123 Red Oak Drive with myself as presiding judge.
Precincts 550 and 836 will vote at the Cali clubhouse with Zina Holland as presiding judge.
Fall Activities have been Scheduled by Ann Koelling
Neighborhood-wide garage sale The garage sale is on schedule for Saturday, October 22nd. If you are still interested in participating, please let me know. About 20 households have responded.
Thank you for your suggestions. They have been very helpful. We have antiques, furniture, an electric
hospital bed, bicycle, and David Winter Cottages being offered. There are many more items, too. I think it will be a successful garage sale.
Children’s Halloween Party The children’s Halloween party is scheduled for October 29th from 11 AM to 2 PM at the Cali clubhouse. If any of the parents are interested in volunteering for this event, we will be happy to have the help. Cookies and candy would be a great donation to this party.
Veterans’ Reception November is the Veterans’ celebration at Cali clubhouse. If you are a veteran, please call Nana Midcap. This is a great honor for our veterans, and we are looking forward to meeting all of you and also for the veterans in the neighborhood to get to know each other!
Veterans’ Day is almost here. About 50 veterans who live in Westador have notified Nana Midcap of their years of service to our country. If you are a vet and have not called us to let us know who you are, please do so as soon as possible.
We will have a reception on Veterans’ Day, November 11th, at the Cali clubhouse at 6:30 PM. We would like to see as many Veterans and their families there as possible. Wives, if you would like to help Nana with the food and set up, please notify her at the number above.
We would like to see our children and grandchildren help to honor these veterans. There will be a Veterans’ Day poster contest held to do so. All posters should be delivered to Nana Midcap at 1106 Rhine Lane, by November 10th. The child’s name, age, address, and phone number should be put on the back. All Westador children or children and grandchildren (or great grandchildren) of the vets are eligible.
Walmart’s
Photo Lab has, in prior years, made a copy of a picture of your vet to put on
their Veterans bulletin board. They
will also make another smaller copy to put in a vinyl picture frame pin (no
cost to you), that you can wear on Veterans’ Day. They anticipate that they will continue this process this year.
Some Homeowners Have Not
Paid Their Annual Maintenance Assessments as of October 11
Homeowners who are delinquent on the annual maintenance fees incur interest, collection and legal fees, have lien notices filed on their property. and are prohibited from using common facilities such as the tennis courts, pools, and clubhouses. This month no addresses were deleted that paid up and added back one that had fallen behind on payments.

Also, the Board has authorized stopping the
trash and garbage collection service for homeowners who are delinquent for more
than one year. If a delinquent
homeowner is making monthly payments in accordance with an arranged payment
plan, that homeowner’s address will not be listed and trash and garbage
collection service will not be suspended unless they cease to comply with the
arranged payment plan.
All
residents who have not yet paid their maintenance fee are urged to do so
promptly. The 2006 fee (see page 1) will be sent to homeowners in mid

Hazardous Waste Fall Event is to be November 5th by Jerry Butler
Not sure how to safely dispose of those hazardous
items such as old paints, yard chemicals, or automotive products lying around
your home, garage or garden shed? Harris County sponsors FREE HOUSEHOLD
HAZARDOUS WASTE COLLECTION EVENTS, which allow residents to properly
dispose of these unwanted items. The next event for north Harris County
residents will be held Saturday, November 5, 2005 at Sam Houston Race Park,
7575 N. Sam Houston Parkway West, from 8 AM to 2 PM only. The County also has an excellent
downloadable .PDF file entitled “Recycle & Disposal Quick Guide” listed at:

Yet
another option is Harris County’s HHW Voucher Program with the City of
Houston. Once yearly, each Harris
County household may take its HHW items to two City of Houston Environmental
Service Centers, at 5614 Neches and 11500 South Post Oak. The Neches facility is open the 2nd
Thursday of every month 9 AM - 3 PM, and the S. Post Oak facility is open every
Tuesday and Wednesday from 9 AM - 3 PM and the 2nd Saturday 9 AM - 1
PM. To use this program, you MUST call

“Street of Shoppes” Bazaar is Set for November 4th
and 5th
St. Dunstan's Episcopal Church’s 34th Annual "Street of Shoppes" Holiday Bazaar will take place from 9 AM to 4 PM, Friday and Saturday, November 4 and 5, 2005 at 14301 Stuebner-Airline, ¼ mile north of FM 1960. Items available will include handmade gifts, ornaments, collectibles, plants, pottery, baked goods, snacks, a Silent Auction, and much more! Volunteer Fire Department Round Up
Thanksgiving and deep fried turkeys – Almost every year we respond to some type of fire involving deep frying turkeys. You must be very careful, read the instructions, and cook OUTSIDE away from any overhangs, structures, or other combustibles. Wear gloves, eye protection, and a long sleeved jacket. Be very aware that when you lower the turkey into the hot oil the remaining moisture will BOIL and cause the oil to splash, sometimes enough to spill over and cause an oil fire from the direct propane flame. The key to safely cooking a turkey is to measure the oil by using water FIRST. Dip the turkey (before seasoning) into the pot and mark the water level; then replace the water with the oil. Leave at least 6 inches of open space above the submerged bird since some water will be within the bird.
Assure that your propane supply is as far away as possible - consider a “shield”. If the worst happens, call 9-1-1, and don’t use water on the burning oil. If you follow this procedure, you should be eating that wonderful turkey without exposure to a disaster.
We survived a near hit with Hurricane Rita. We hope that the “test” allowed you to plan better for future events. Don’t hesitate to plan now because the next time it could be a local weather event, flooding, or power outages. Always run a generator VERY FAR from your residence. Carbon monoxide poisoning will kill!

The August Report from the Sheriff’s Department reflected a very quiet month for our subdivision. We had one motor vehicle burglary report made. However, the vehicle was burglarized on FM 1960 and not at the resident’s house. During the days of Hurricane Rita (September 23 and September 25), we experienced two attempted home burglaries – one in the 1000 block of Drava and one in the 1000 block of Romaine. Complete details are not available at this time since some information and reports are still pending or being processed. The county was swamped with a lot of increased criminal activity during this hurricane time.
Don’t forget that little ghosts and goblins will be on the streets soon. Drive cautiously so our children will be safe while walking or riding their bikes in our subdivision.
Whenever there is an important security notice for residents, the message will be recorded on our Security phone line – 713-267-1366. You will be advised of this notice with the message Security Alert posted on the event boards located in front of the Cali and Nanes clubhouses. We utilized the phone line during Hurricane Rita to get messages to residents.

AAUW Announces Annual Holiday Tour of Homes by Judy Brownlie
Plan to kick off the holiday season with this traditional area event! The North Harris County Branch of the American Association of University Women (AAUW) announces its 32nd Holiday Tour of Homes. This traditional holiday event will be held on Sunday, November 13th between noon and five PM. The tour will highlight five homes selected for their unique interior design and architectural style.
Beginning October 24th, tickets may be purchased in advance for $12 from any AAUW member, from one of the participating florists, or from Randall’s stores - Champions Village, Champion Forest, and Louetta locations, eklektic, Elsie’s Consignment House, and Cornelius Nurseries, Inc. On the day of the tour, tickets are $15 and will only be available at the homes, at Cornelius Nurseries, or at the listed Randall’s stores. Children must have a ticket to enter the homes and the tour will be held rain or shine.
Proceeds benefit the AAUW Educational Foundation and local community grants. For more information regarding the Holiday Tour of Homes, call 281-376-7998.

Guidelines for Curbside Trash Service are Detailed by Jerry Butler
As always, bundles of tree branches, shrub and brush trimmings, or newspapers and magazines should be tied and neatly stacked, forming an easily handled package not exceeding 5 feet long or 50 pounds, and 18 inches in diameter. Our contractor has the right to not pick up your bundles unless they meet these requirements. Please note that such bundles and lawn clippings in bags will be left behind if not placed at curbside.
Please be aware that no items eligible for our existing curbside service should be placed there before 6 PM on Sunday and Wednesday nights. Please help your neighbors and Westador’s appearance by dealing with your lawn contractors to avoid grass clippings and other debris sitting at the curb for days.

A change of guard has taken place at our pools. Longtime pool director Beth Fuller has taken leave and Beth Anne Lechmann has replaced her. A big thank you goes out to Beth for her many years of diligent service attending to our pools. I am sure we will still see Beth often, but now as a floater.

Trash Service Weathers the Storm by Jerry Butler
I sometimes wonder where the subject matter for the next trash article is coming from. Well, no problem this month! I received dozens of calls following Hurricane Rita from residents who rightly wanted to know when their trash, garbage, and storm debris would be picked up. The problem could be summed up in one word: communications. Beyond extremely poor communications from Republic Waste to me, there was poor guesswork by me in anticipating what their next steps would be. As soon as I opined that they would or wouldn’t come the next day, the reverse happened. At the end of the day, you folks were my eyes and ears for reporting the situation to Republic and other residents; I thank you for it.
This may sound strange, but I actually believe the trash crew did a good job under the circumstances. They worked Westador (west) that Monday until 8 PM and they came back Tuesday to finish up there and to work on Westador (east). Of course, that put them out of their rotation, leaving some other subdivision un-worked that day; that’s why they didn’t get back to us again until Friday and Saturday. Then again, they were inconsistent in their priorities, sometimes picking up lawn trash first, then leaving without the household garbage. Apparently, they didn’t even know about the residents in Westador-east with spoiled food from loss of electricity.
On that Wednesday evening, I drove every street in the subdivision, noting by address which storm debris piles the County (Precinct 4) should pick up. Upon faxing the list to them, they couldn’t commit to when they might come; fortunately, they made their first of multiple trips that Friday. We should be appreciative of the County’s backup in these circumstances.
Back to communications. Since I frequently work late and travel, by the time I get home I can’t respond to your messages in time. Because the driver doesn’t speak English, Republic insists on us calling Customer Service first so that they can radio the crew. Effective immediately: If your pickup is missed or bungled, please report it to Republic Waste’s Customer Service group (281-540-0513 or 281-446-2030). Of course, you may still leave a message for me and I will be glad to do whatever I can.
In case you’re wondering… yes, this will all come up in our next contract negotiations with Republic.

The Year Just Ending is Reviewed by Richard Murphy, WCA Outgoing President
When I first spoke to the editor about this column we were both at a loss for what had happened of any import. But after a moment, it came to mind: Westador had continued in its fine effort to build community and be good neighbors.
Let me enumerate:
So as you can see, there really was “something cooking”; and it is right here for you to digest.
It has been my pleasure to work with many of our fine volunteers. All I can say is “Thanks for the memories!!”

Women's Group Update

The
Westador Moms Group has made a few changes that we hope will help welcome more
neighbors to our group. We are changing the name of our group to "Westador
Women" which we hope will communicate to our neighbors that all women are
welcome at our meetings, not just mothers of preschool-aged children. We will continue to have playgroups and
activities for mothers with preschool aged children, but these will fall under the
Women's group now. We also have reorganized
and made several changes within our group by establishing a Board and creating
plans for a theme or activity at each month's meeting. The new Westador Women's group will meet on
the first Wednesday of each month in the Nanes clubhouse from 7-9 PM. We will kick off the new group by hosting a
BINGO night on Wednesday, November 2nd.
Please bring a wrapped gift from the Dollar Store to give away as a
prize. This should be a lot of fun and
we are looking forward to seeing new faces!
We will have deserts and coffee available, so please join us.
We
also have a small group of women who are walking in the neighborhood on Tuesday
and Thursday evenings at 7:30 PM.

WCERT to Have Training Meeting October 25
Westador’s Community Emergency Response Team (WCERT)
will attend a special training session at the Ponderosa Volunteer Fire
Department training facility on Wednesday, October 25th at 7 PM to
learn how house construction affects emergency rescue operations. Gas and electric turn off procedures and
other ways to make rescues and evacuations safer will be discussed.
WCERT invites
interested Westador residents to attend this training session.
Senior Forum
Potluck Dinner The next potluck dinner will be in December.
Westador is a part of a very involved infrastructure of governmental and other organizations. Following is a brief description of some of the entities with summaries of their relationship and responsibilities.
Harris County – Maintains Westador’s streets and storm sewer system and periodically sweeps streets. Provides contracted deputies assigned to Westador. Constables and other deputies enforce traffic and provide backup to Westador’s assigned deputies.
Ponderosa
Volunteer Fire Department (PVFD) and Cypress Creek Emergence Medical Service
(CCEMS) – Provide first responder service for fire, flood, and medical
emergencies. Both entities are taxing
authorities under Emergency Service Districts (ESD’s).
Westador Municipal Utility District (MUD) – Maintains Westador’s sanitary sewer system and water distribution system.
North Harris County Regional Water Authority (NHCRWA) – Will provide ground water purchased from city of Houston to Westador MUD.
Westador Civic Association (WCA) – Maintains recreational and common facilities. Contracts with the county for Deputy Sheriffs assigned to Westador. Contracts for trash service and pays for streetlight electricity. Monitors area for compliance with deed restrictions and enforces such deed restrictions.
Cypress Creek United Civic Associations (CCUCA) – Provides guidance for operation of civic associations and property owner associations for its members. The WCA is a member.
CenterPoint
Energy – Maintains electric service in Westador including
streetlights. Call 713-207-2222 to
report defective streetlights.
Cypress Creek Flood Control Coalition (CCFCC) – Provides a voice as liaison with the Harris County Flood Control Department with respect to flood control matters and promotes community participation in guiding Harris County officials in local flood protection.
Of course, there are a number of Federal, state, and county organizations that serve or regulate Westador activities and there are innumerable private and non-profit organizations that affect Westador.

Westador Welcomes New
Residents
On a
monthly basis, Hays Utilities (contractor for the Westador Municipal Utility
District) provides Bill Streidl with a listing of residences that have had
their water turned on or off. The
purpose of this list is to assist the Civic Association in the maintenance of
the Residents’ directory, the electronic version of which is distributed
quarterly. The process is not totally
accurate for a variety of reasons.
The
most recent list follows and Westador welcomes these newcomers to our
subdivision. These new residents have
been reported by Hays covering the month of August 2005. Telephone numbers often are subject to
change since many new residents have the water turned on before move in and
their new telephone numbers have not yet been obtained. In any event, welcome.

Newcomers can contact Wilma Perez for newcomer packets. Newcomers are encouraged to attend the
quarterly general meetings, become volunteers, participate in Westador events,
and otherwise become involved in this community.
Water main leaks on September 29, September 30, and October 5 made it necessary to turn off water to some customers in Westador - West during emergency repair work. Hays Utility repaired the leaks and restored water pressure to affected residents as soon as possible.
Two of these leaks occurred where the water main crosses the large concrete storm sewer pipe. When the lines were installed some 37 years ago, there was not enough clearance left between the lines. Unequal settlement of the lines brought them together with enough pressure finally to crack the cast iron water main. The third leak was a corrosion hole.
The leak at Nanes and Suwanee requires a more permanent repair than could be made late on September 30. This work is scheduled for Tuesday, October 11 when Nanes Drive will be closed from about 8:30 AM until about 4:00 PM. Water pressure will be off in the 1100 blocks of Manatee, Verrett, Suwanee, and Marne from about 10 AM. to about 3 PM.
Westador’s “Super” Neighbors by Bill Streidl
Editor’s Note – There are people in Westador who extend themselves
“above and beyond the call of duty”.

many contributions to Westador.
Ruth and Nelson Jones moved to Westador from
Farmington, Michigan 33 years ago.
Three children, Jeff, Jennifer, and Jodi marked Ruth’s beginning service
to our area as a Brownie, Girl Scout, and Cub Scout Leader. Her volunteer service has never ended as
briefly described below. Ruth and Nelson are now moving to the Cypress area to
be even closer to their children and grandchildren. This “Super Neighbor” tribute is Westador’s residents’ way of
saying, “Thank You, Ruth!
Ruth has served in various ways at her
church. Northwoods Presbyterian Church has been one outlet for her devotion to
area service. She is currently a member
of Church Life and Worship Support, and is involved in activities that help
attract new members. She and Nelson
also participate in the NAM sponsored International Hospitality Network that,
through churches, provides temporary shelter and food to families in need
Ruth has always been ready to help where
needed. She was secretary and then President of the old Westador Residents’
club, and later served as secretary of the Westador Civic Association. She was a team captain for her Monday night
tennis team and has been a coordinator for Aquathenics. She has also been a willing volunteer at
several of the Senior Forum dinners.
After Tropical Storm Allison, Ruth organized
a community response to the flood victims by going door to door, along with her
daughters, finding homeowners who needed help with clearing out flood damaged
items. She also posted signs with her
phone number as an emergency volunteer help line. She then coordinated sending volunteers to the homes in
need. Ruth personally mowed the lawn at
flood-damaged houses in the back of the subdivision as well as helping clean
out several houses.
When Harris County Precinct 4 began
organizing Community Emergency Response Teams (CERT), Ruth became one of the
initial members of the new Westador CERT. Thankfully Rita did not hit like
Allison, but the Westador CERT was ready to act.
Ruth and Nelson have said that they will miss the many wonderful people, beautiful trees, community activities and fun times. “It has been a special place to raise our children and grow older together. Looking back, we were the “young kids” with the growing families back in 1972 and now are the “older folks” moving on and making room for other young families to enjoy the big houses and the warm and close community”.

Residents Can Prepare for the Next Hurricane, Beginning Now by

In the military it is common practice to conduct a review of events after the event has concluded. We called them AARs (After Action Reviews), and the purpose of an AAR is to identify strengths and weakness. After the recent miss by Hurricane Rita, I suggest you conduct an AAR and compare the actions you took during Rita against the list.

about what you did to prepare for Rita and what you can do to better prepare
for the next hurricane.
Master Drainage Project Begins in October
L. N. McKean, the lowest of six bidders, and a reputable contractor with significant experience in drainage projects in our area, has been selected to begin the work on Westador’s flood relief channel and drain improvement project.
This 50% jointly funded project between Westador MUD and the Harris County Flood Control District will provide relief to the existing Westador drainage channel. This is the channel that crosses easterly under Nanes just north of Maranon and Zagar, then turns north along the east line of the 1000 blocks of Belaya, Klamath, Baffin, Terranova, and Tigris. Significant improvements will be made by lining most of this channel with concrete to reduce erosion and increase drainage capacity. This channel receives drainage flow from Ponderosa Forest and Bamwood. An additional box culvert will be added under the crossing at Nanes to increase flow capacity toward Cypress Creek. In addition, a new overflow channel will be added to the existing channel to increase flow across MUD-owned property on the edge of Cypress Creek. The primary access to the work site will be from the north end of Red Oak. Some 40,000 cubic yards of earth will be trucked from the improvement areas and placed outside of Westador and flood plain areas.
This work is scheduled to begin on October 17 and to
complete in about seven months.
Westador’s portion of the financing is funded by previously authorized
bonds, so tax rates and water and sewer rates are not affected.

MUD Board Retains Low Tax Rates For 2005
At its September 20, 2005 meeting your Westador MUD Board voted to keep our 2005 tax rate at $.25 per $100 Assessed Value. This rate has been the same for the years 2002, 2003 and 2004. Westador homeowners continue to have one of the lowest MUD Tax rates in north Harris County.

About 200 Westador residents on our regular distribution list recently received several RITA Alert messages about Westador Community Emergency Response Team activities.
There are 699 individual homes in Westador. We have
E-mail addresses for only 27% of those homes thus limiting our ability to get
an emergency message out to many of our residents. We estimate that about 50%
of our residents have E-mail service and E-mail addresses. Help yourselves by
helping us to quickly get messages to you by furnishing us your E-mail address!
If you are already receiving our messages please contact your Westador friends and neighbors who have E-mail but aren’t receiving our messages.

Westador Lost
and Found Pets have New Resource by Billie Danner (Information excerpted in part from the
Observer of October 6, 2005)
Whenever a
pet is lost, Westador residents are requested to contact me in case another
resident has found the lost pet. In
addition, residents can post “Westador Notice” signs and should contact the
County facility at Canino road in case they picked up the pet.
And now,
residents can look to a new website – WWW.LostAndFoundPets-Spring.Com to post information about the
lost pet and to see if someone who has found the pet has made a posting.
According
to the Observer, “This is how it works.
If those who lose a pet go to the site, they will see an up-to-date list
of those who have filled out a form for a ‘found’ pet. They can scan the database and call numbers
that might possibly fit their pet’s description.” Of course, they should post information about their own lost pet.
For those residents who do not have
internet access, I will post the information on their behalf. Just call me and remember that reunions are
possible.
Civic Association is Resurfacing Cali Pool
The Westador Civic Association has contracted to have the Cali pool resurfaced. This is a normal maintenance that occurs once every 10 to 15 years and is accomplished during a time that the pool is closed for the season. The project is funded during the years preceding the resurfacing and is a regular part of the annual maintenance fees.
WCERT Assists Westador Resident in Clearing Tree

Hurricane Rita provided a “test” run for Westador residents and the Westador Community Response Team (WCERT). Damage was light resulting in a lot of branches and leaves on subdivision property and at least three downed trees. In preparation for the storm, the WCERT had chain saws available to clear trees, especially those that were impeding area traffic.
One such tree, located in the 1000 block of Baltic was extending into the cul-de-sac and the WCERT assisted Bob McConnell in clearing the tree. Bob and Nerisa thank the WCERT for their assistance.
Another
tree, downed at Marne and Nanes, was cleared in part by the Ponderosa Volunteer
Fire Department and in part by adjacent residents.

Residents’ Directory to be Printed as of January 2006
The current edition of
the Westador Residents’ Directory is almost three years old. With a new resident addition of an estimated
5 per month, the current directory is obsolete. Approximately every three months, an updated electronic version
is distributed to residents who have registered their E-Mail addresses with
Bill Streidl, but this represents less than ½ of the residents.
An
update form was to have been provided with the October Westwind, but is now
planned for the November publication.

current telephone number and E-Mail address.
CCFCC Recommends that Homeowners Purchase Flood Insurance (information in quotes excerpted from the Cypress Creek Flood Control Coalition <CCFCC> website)
Hurricane Rita was a reminder that flood
insurance is an excellent investment for most Houston area residents. It is relatively inexpensive and can provide
peace of mind when flooding conditions are possible. Rita provided a disappointing amount of rain for Westador, but if
it had made landfall to the south of Galveston, flooding conditions in Westador
could have occurred.
“Everyone living in a participating community of the
National Flood Insurance Program (NFIP) can buy flood insurance. Harris County
and the incorporated cities within the county are participants in the NFIP. But
just because your home is not mapped within the l00-year flood plain does not
mean that you are free from the potential to flood.
The insurance agent from
whom you purchase your homeowners policy will be able to determine if your home
is located in or outside the 100-year flood plain. If you decide to purchase
flood insurance under the NFIP, you well be required to provide your insurer an
elevation certificate certified by a surveyor showing the elevation of the foundation
for your home; this elevation being a key determinate on the insurance rate you
will be required to pay.”
